Hi there: synposis for a film is always written in simple present tense. I'm not sure which tense should be used when reporting a film content after i've seen the film. thank you. by the way, is the simple present in synposis historic present?

Yes, a kind of historic present, I suppose.  When writing a review, you have the choice of tenses.
