suppose somebody has asked something,i have not listened
shall i say,did u ask me something or have you asked something.
What should be the correct one,what should take effect,the simple past one or the present perfect one.

Well, I just say "Sorry, what?"
But of the choices you've listed, "Did you ask me something" is correct.
"Have you asked something" is incorrect, because it means "Have you, at any time in your life, ever asked something?".
