Tense usage

The current differences between them are not the result of religion nor the civilization to which they belong, but rather have a political source that emanates after the end of the Cold War.

Can the bold word be changed to "that has emanated" ? Please advise on tense usage.

No, because the present simple can be used for various times and I prefer consistency (the other verbs are all simple present).   

Still, I would change it to:

The current differences between them are not the result of religion nor the civilization to which they belong, but rather have a political source that emanates from the period after the end of the Cold War.
