Thanks, Philip. Can you please elaborate on the "it has been done" portion. What is the difference between has been and had been?

If you say it had been done this sentence has nothing to do with present.Everything starts and finisnhes in past  but if you use present perfect it has its effect still today.

Present perfect is used to describe an action completed in terms of the present (now):  I have seen that film many times, she has made a mistake in spelling, we have all heard that before.

Past perfect is used to describe an action completed in terms of another past action:  I had read the book before I saw the movie, she had made many mistakes before she proofread the paper, we had all heard the same story before we had the meeting.

I hope these explanations and examples will help.
