a)
Andy: I'm not going to play football today.
Mitchel : Oh ok!
William : Since you are not going to football, I don't expect to see you there today.

b)
Andy: I said that I WAS not going to play football YESTERDAY.
Mitchel : I know, I HEARD you.
William : You said that you WERE not going to play football yesterday so I DIDN'T expect to see you there.

Any problem with tenses now??

Just an incidental comment on your original conversation, Dono: you should be aware that William's comment is extremely rude and suggests that he and Andy have had a bitter quarrel over this topic.

'The question is,' said Humpty Dumpty, 'which is to be master-- that's all.'
