I understand your point, but technically speaking, terrorism is defined by the intent to spread terror among a populace, typically for political or ideological reasons. Violence in and of itself is not terrorism, and so labeling someone a terrorist simply for killing innocent people is incorrect. Violence need not even play a role in acts of terrorism. The intentions of those committing the crime is the most important factor in labeling it an act of terrorism. Thus, whether or not an action is considered proper terrorism depends on one's own interpretation of events. If you believe that acts of violence committed by the Israeli government are done largely to spread fear among the Palestinian population, then it's perfectly valid to claim they are acts of terrorism.
