i sometimes see somewhere that sentence "the accident happened that i was walking on the pavement." but i don't use that i usually use when like this sentences. by the way is it right to use that like this sentences. Or how should i use that in any sentences

No, it's wrong to use 'that' like this. You're right, use 'when' or perhaps, 'while'.
