I'll try to answer your question in more detail at some point, but as an English teacher, I can't help but point out that the idiom (at least in American English) is "the best movie IN the world".   Just off the top of my head, I would tend to vote for "Gone With the Wind".  What a beautiful, fabulous tear-jerker that movie is!!  And Clark Gable is such a wonderful villain/hero.  But I've seen so many thousands of great films, that it's hard to select just one as the best.  I'll think about it and add some more candidates when I have more time. The first is a brazilian movie called ' City of God' and the second is a movie from Mexico called "Amores Perros'( I think this means dog lovers but my Spanish is alittle hazy). They're good but its hard to beat 'Casablanca'. If you watch one movie in your lifetime make it this one. Also the 'Die Hard' series( lets not pretend that we all didnt like it). Anyway.
