Hello!

  Is it correct to use the word "uncontrolled" for persons ? Ex:

 -  My mother was totally uncontrolled after quarreling with a neighbour.

I wouldn't say it's wrong, but you'd more commonly hear people say 'out of control' in this context.

'Uncontrolled' is better as an adjective in front of a noun, eg 'an uncontrolled outburst'.
