1: He was taking her (Fiona)to restaurants, bars.

1: He sure wished it was. 

2: What about Fiona?

1:She liked the attention. The drinks were free. Litetally or figuratively?

2: And that's as far as it went with her? That was enough for her?

1:She liked the attention. The drinks were free. Litetally or figuratively? Probably literally, becuase 'he' was paying for her drinks.

2: And that's as far as it went with her? That was enough for her? Yes.  Or it could mean that she just drank with him, but didn't get romantically involved with him, didn't have sex, etc.

1: Definitely.
