I know that there are some rules concerning (the) most.

When do I use the "the". I know that it isn't used always.

Are there some simple rules?

To form a superlative adjective, "the" comes before the form, except for some situations such as when "most" is preceded by numerals or possesive pronouns: second most polluted city, his most awkward behaviour, ...

In American English, I'd say that they are both idiomatic, but the second one sounds more common. It may just depend on where you are which one is used more.

Again, in my experience, yes, but others may have had different experiences with this. I'd be more likely to use the one with "the" - but I still may say the other one from time to time.
