We should review all of the past material. All of the past material should be reviewed.

The doctor is delivering the baby now. The baby is being delivered by the doctor now.

Your passive sentence means basically the same thing as your active sentence.  However, your teacher probably wants you to keep the tenses exactly the same. Your passive sentence is in the simple present tense. Your active sentence uses the present perfect, so you should try to use the present perfect in your passive sentence, too:
- All of the dishes have already been washed.

Almost right.  Don't forget that the contraction 's can be used for either is or has.  "He's fixed my car" means "He has fixed my car".

I'm happy to see that you are trying to do these sentences.  You seem to have the right idea generally of how to do this, but you're still making some mistakes. I've corrected all of your sentences except for number 9. (I feel sure you can do that one.) 

Quite a few of the mistakes were very small ones that should be easy for you to fix in the future.  Don't forget that the passive verb must agree in number with the passive subject. (Look at sentences 1, 7 and 11)

“1. I have to clean my apartment today.
My apartment have has to be cleaned today.
You need to use "has" because "my apartment" is singular.

2. I don't have to defrost the refrigerator until next week.
The refrigerator doesn't have to be defrosted until next week.
You forgot to make the sentence negative.

3. I wish someone had introduced me to the president at the reception.
I wish I had been introduced to the president at the reception.
These sentences are in the past perfect tense.

4. You must develop this film before the end of the year.
This film must be developed before the end of the year.
You forgot the word "be".

5. We often use the passive voice in textbooks.
The passive voice is often used in textbooks.  (Y) Yes

6. When I got to the party, they were already serving dinner.
When I got to the party, dinner was already being served.
The tense is past continuous: 
(active) they were serving dinner --> (passive) dinner was being served.


7. They don't speak Spanish during the meetings
Spanish are is not spoken during the meetings.
The word "Spanish" is singular.

8. Warner brothers introduced sound to the movies in 1927.
Sound was introduced to the movies in 1927

9. We never use notes during an examination.
during an examination was used notes
Notes
(Try to correct this one yourself.  Start with the word "Notes".)

10. If there had been time, we would have finished the job.
If there had been time, the job would have been finished. (Y) Yes


11. I have to take my little boy to the dentist today.
My little boy has have to be taken to the dentist today.
The word "boy" is singular.

12. We're using rented equipment for the time being.
   equipment was rented for the time being.
Rented equipment is being used for the time being.
This sentence is tricky.  Your sentence is not bad, however, the word "rented" is used as an adjective in this sentence.  The main verb is "use". The passive sentence is not very good because using the word "being" twice sounds quite awkward (even though it is correct).

13. People don't speak English in that part of the world.
English is not spoken in that part of the world. (Y) Yes
