Does anyone here feel that cancer patients have the right to decide if they want to receive treatment or not?

Yes, if it is an informed choice. They already have such a choice though, in Britain anyway, it is illegal for a doctor to do anything without your consent.

One goes to a doctor because one chooses to. You cannot be forced to accept treatment unless you want it. I feel you are asking about some different choice. Tell us more.
