Our president, the same as the president of the U.S.A., has no legislative power, but he can make recommendations.
Does the same as sound right here? Do I have to change it into similar to? Thanks.
I would just say "like the president of the U.S.A."
("The same as" made me think at first that your president was the same person as the American president.)
Our president has no legislative power, like his American counterpart, but he can make recommendations.
Isn't it better?

Yes, it's better, but I'd prefer "Our president, like his American counterpart, has no legislative power, but he can make recommendations."
