Just a quick one that crossed my mind.

In the following sentence, is there any grammar rule that says either "change" or "changes" should be used?

" ... there be no change / changes to the  ..."

"no" may be used to modify either a singular noun or a plural noun, so either "change" or "changes" is possible.
