Hey, there

When a  guy says " I think of you all the time" to a girl.

What does the phrasal verb think of mean? it means "miss you" of " think you to form an opinion'?

I think you can substitute 'about' for 'of' and 'think of' is similar to 'imagine', right?

When a guy says "I think of you all the time" to a girl, it means the guy is expressing deeper feelings toward the girl, feelings that are deeper than just a normal friendship. And yes, it could also mean he misses her, as you suggested.
