Sylvia, your sentence is incorrect.  Because you are comparing the process with Europe.

Rewrite as:
-This is the same process used in Europe.
-This is the same process deployed in Europe.
-This is the same process rolled out in Europe.

Some people don't like to use 'This is' although I am not sure if there is a grammar rule against it.  Perhaps it's better to rewrite your sentence as:
-This process is the same one deployed in Europe recently.
-This process is the same one rolled out in Europe recently.

I find "This was the same process as in Europe" ok; though I might rephrase it as "This was the process that was/is used in Europe".
