It means that people in the modern world have plastic surgery without hesitation. It's a statement phrased as a rhetorical question (i.e. a question that doesn't require an answer).

This sentence is suggesting that in our modern times many people will
alter their bodies by plastic surgery without giving it much thought first.

The sentence infers that in the past, having a plastic surgery operation was a more serious decision,
but that now many people will run to have body parts changed as if it's as simple as buying a new hat.
