No, as Lil RR said earlier, 'this time of a year' is not correct. I can't think of any contexts in which it would be correct.

OK, I will stop here and sorry to trouble you so much. Allow me to ask one more thing here....shouldn't the word "average" mean the average temperature on the same date of many years? No more questions and thanks.

It means average, not for one specific date, but the time of the year. That is open to interpretation. It could mean that season, that month, those few weeks, several months...but certainly more than just one day.
