I really don't like football matches to be decided on penalties, as so often seems to be the case.
My proposal would be, if scores are level after extra-time - then the match should be awarded to the side that had the most shots on target during the whole match (extra-time included). This would encourage more attacking football. If each team has the same total of shots on target, then number of corners should be used to decide it.
All these statistics are monitored, as those who take positions on them with betting houses know only too well.
Anyway, one thing's for sure - England won't win.
