So few goals are scored in football that very much is left to chance and it's impossible to say who will win. In 1992 Denmark hadn't even qualified for the Euro tournament and they won it. In 2004 Greece won the title against all odds. Goalless draws are very common in football. They kick the ball around for 90 minutes and don't score a single goal.
There would be more goals if some changes were made to the rules: penalties (I don't mean penalty kicks) could be introduced (cf. ice hockey) and the off side area should be shortened from half the length of the pitch to about a third of its length. When a player gets a yellow card, he should be taken out of play for 15 minutes.
