Does this imply the kind of conflic with the law is just petty, insignificant, or does the idiom refer to any kind of offense?

If I am speeding down the street and an officer stops me and gives me a warning, I have had a "brush with the law".  If he gives me a ticket, it is no longer a "brush".

Others may disagree, but that's my take.
