Thank you Clive very much ,but in (2) and (3) I don't mean to say "go to these agencies  to  obtain  an ID card or a birth certificate '. I just mean to go to these agencies to  do some necessary procedures so that after that they will issue an ID card  and a birth certificate  for me and for the new-born child.
Can I say like this?:

Yesterday my mom took me to the Social Order and Administration Management Police Office to register  an ID card/to apply for issuance of an ID card.

Tomorrow his mother will go to the ward people's committee to register  a birth certificate for her newly-born child/to apply for issuance of  a birth certificate for her newly-born child .

I hope you will understand what I reaaly want to say . Sorry about my poor English.

Best wishes

You can just say 'apply for' in both cases.(:)) Smile

"Tomorrow his mother will go the ward people's committe"

Probably, you have left out the "to" here.

Thank you Clive , but I don't know whether I should say " apply for a birth certificate/an ID card" or "apply for issuance of a birth certificate/an ID card".

Best wishes

Hi,
You don't need to talk about 'issuance'. If you apply for something, that already means that you are asking for someone to issue it to you.
