It would have been possible for this equipment to seal the hull damage from the outside ...

When the sentence is rephrased as above the "It" must be used. Similarly, "It" must be included in the sentence you provided.

Let me give you another example.

It would be appreciated if you could solve this problem for me.

I would appreciate it if you could solve this problem for me. (The "it" is needed for the sentence to be grammatically correct.)
