Is the 'to the city' correct in the above sentence?

Can I write in the city?

I cannot judge from your context.  Are the migrants displaying their strength to the city (i.e. demonstrating or voting), or are you speaking of the migrants who are in the city, all of whom are displaying their strength in general?
