C) is the answer.

 

My question is if other three options are not acceptable at all

 

 

                       (And BTW: what is a tool maker?)

The standard expression is 'There has to be more to something than something'.

(And in answer to your 2nd question: a "tool-maker" is someone who makes or repairs tools.)
