1. What do you want to write about?
2. Why do you want to use 'To whom it may concern'?

Hi,

Put the company address in top right corner, followed by the date. use paper with the company letter-head.

His service, technical and business skills, conduct and moral character have all been of the highest standard,  and he has worked lhard and loyally for the company. Hi,
Try to find the name of the person you need to write to. eg You could call and ask the receptionist.
Then you could say 'Dear Mr. Smith,'

If you can't find a name, start with

Dear Sir,
or
Dear Sir or Madam,
