- Here are some tips parents can take to help reduce television's negative effect on their children : Watch televison with your child - too often TV is used as a cheap babysitter. Know what your child is watching and don't be afraid to turn off the TV if you think there's nothing good on.

- "too often TV is used as a cheap babysitter" in this context means "you're not a good babysitter when you watch TV too much with your child", right? :)

Thanks a lot to Teachers,

Hi Stevenukd

No, the sentence means that parents use TV too often as a way to keep their kids occupied/entertainined while the parents are busy doing something else.
