Context:
Stars, spaceman top poll for youth
By Wang Zhuoqiong (China Daily)
Updated: 2004-08-05 23:50
Astronauts, sports stars, entrepreneurs and TV hosts have topped the youth idol rankings in China, according to a poll sponsored by the organizing committee of the "First China Youth Culture Week."
Does "top poll" mean "get top positions in the poll"?

Yes, yes, yes!
It can also mean "exceed", "do better than":
That athlete topped last year's record for the long jump.
Oh, that was a funny story! I don't think anybody could top that!
"Doesn't that top all?!" is more or less the same as "Doesn't that take the cake?!"
