Does "top poll" mean "get top positions in the poll"?

It can also mean "exceed", "do better than":

That athlete topped last year's record for the long jump.
Oh, that was a funny story! I don't think anybody could top that!

"Doesn't that top all?!" is more or less the same as "Doesn't that take the cake?!"
