The top 4% is a policy that California has recently adopted to remedt the effects of racial discriminat without explicity taking race into account. The new policy mandates that the top 4% of UC eligible graduates at each high school be guranteed entrance to a UC campus(although not necessarily to a student's campus of choice. Given the exisiting paterns of segregation in the state public school system, the top 4% might mkae this possible to admit more UC-eligible African-American and Latino students.

Is the "top 4%" rule just or unjust? Does it violate any provisions of the Ferderal Constituional?

Any ideas??
