"His tour of England was pleasant"  'Tour of' is commonly used. This sounds like he went to several places in England.  "His tour to England was pleasant" 'Tour to' is not so natural. 	Avangi  +  615050 Fri, 19 Dec 08 12:31 PM I agree the second is unnatural. When "went" is involved, it's perhaps a little less offensive. He went on a tour. Where?? He went on a tour to England.   He went to England on a tour.  To me, in both these versions I think of "to England" as modifying "went," not "tour."
