I believe Ted to tell the truth because he is an honest person. I wouldn't entirely callit wrong, but here are some mcuh better examples.

I believe Ted tells the truth because he is an honest person.

 I believe Ted will tell the truth because he is an honest person.

 I believe in Ted's truthfulness because he is an honest person.

 I believe Ted because he is an honest person.
