- Twenty-two hundred and seventeen dollars.(I've heard of twenty-two hundred but never

heard that put like this. Does it mean 2217 dollars or 2200.17 dollars?)

Yes, it's $2217.



"Twenty-two and change" does mean at least $2200, but a bit more, but not so much more that it's almost $2300.
