Someone had written in small, neat letters.

There is no call for it.

written in small, neat letters
a small, neat stove, with a small, neat fire
her small, neat features
Ex-library copy with small, neat stamps and stickers
The Scanalizer is a small, neat, slim line scanner
Skin the red onion and cut into small, neat squares.
etc.

In English you can have lots of adjectives in a row without and in between.

a big old red barn
a charming little American girl
the talented young French actor

You'd only need an and if you placed the adjectives away from the noun:

The letters were small and neat.

If you place them in front and use an and, I think that places more stress on the adjective immediately after the and.

A talented and young French actor.

This almost seems to be suggesting that most talented French actors are old.

As others have said:

A talented and young actor

would be a little strange because the and is superfluous.
