I was wondering "sugar is uncountable noun or it is countable noun?". Could someone help me out? Thanks in advance.

Sugar is a substance, as are water, milk, wine, sand, salt, gold, silver, gasoline, oil, and air.  Substances are not countable.

But last time when i was sitting at the coffee shop. I heard some English people spoke: Would you like to have a sugar in your cup? So I thought sugar might be a countable noun, isn't it?

Also at the Cambridge link above:

How many sugars (= spoonfuls or lumps of sugar) do you take in your tea?

Glucose and lactose are sugars.

'a sugar' in that sense (how many sugars, one or two sugars) is short for 'a teaspoon of sugar'. The spoons are countable, not the sugar.
