Help me with the understanding of one situation.

Hi guys,

I just watched new episode of CSI(nice one) and I didn't understand there to one phrase. Here is the transcript of the dialog of two police officers A and B.

A: Hey, Catherine, I Left My Cell Phone At The Studio. (no problem)
A: I Need To Go Back And Get It. (no problem)
B: Yeah, You'd Better. (no problem)
B: They're Department Issue. (no problem)
B: And If You Lose It, You Replace It. (no problem)

A: Does That Include The Cost Of The Contract?

(end of the conversation)

Can you please help me with the understanding of the red marked sentence? Could you please say it in the other way? Does it mean that officer A will have a lower payroll, because he probably forgot somewhere his cell phone? Or does it mean that he will lose a job? ......When I watched this episode, I was totally confused after I heard the red marked sentence...:-( and don't like it..:-).

Hi,

Where these people live, when you buy a cell phone, you also sign a contract/agreement. You pay money every month, and receive a certain number of minutes that you vcan use to talk on your phone. The person is saying 'If I lose my phone and have to pay to replace it, do I also have to pay for the cost of a new contract?'

Ahhhh right...Sad [:(], thx for the correction, Clive. "Past perfect continuous" tense is really not suitable for this kind of the sentence. Fact is, that even if they were doing it(talking) in the past,  for some time which did not continue to the present time, I did not say how long they were talking or I did not use "Past perfect continuous" in common with the "simple past tense". At least my english teacher taught me that "Past perfect continuous" tense is being used especially under the two previously mentioned conditions...:-)
