Do you always put THE before UNITED STATES? Are there any exceptions?

 I always do.  I don't know of any exceptions.

You do not use an article before the names of countries except where they indicate multiple areas or contain the words (state(s), kindom, republic, union). Kingdom, state, republic and union are nouns, so they need an article.

For example:

No article - Italy, Mexico, Bolivia, England

Use the - the UK (United Kingdom), the USA (United States of America), the Irish Republic

Multiple areas! the Netherlands, the Philippines, the British Isles

I asked about it cause it seems to me that sometimes I heard people saying the United states without THE.

President Bush drops the article sometimes. I guess he has learned his grammar from Henry Kissinger (born in Germany).

Yes, I think it was Bush whom I heard saying it without the article THE. Wink

 Please don't use Bush as a model for speaking English.

When he met with President Fox of Mexico several years ago, everyone marveled that one of them spoke perfect English!

(I don't need to spell out which one it was, I'm sure.)
