Hello, all. Will you help me?
The following sentences are business talk.

I know we are in serious need of instituting some new streamlined methods, but I don't know where or how to begin. I'm particularly concerned about the personnel department. It seems to be a quagmire of unrelated things and I'm not sure how to straighten it out.

What does "unrelated things" mean?

it means "things" that do not share common features, they are diverse, different.
The things are presumably "things" to do with the business
