Has had the chance to meet him/take a picture or interview?

"Up-close-and-personal" is sometimes just a colourful way of saying "physically close", but it may also indicate intimacy, perhaps only temporary. (Contrary to how this may sound, though, it doesn't normally refer to a romantic or sexual encounter.) Whether it refers specifically to taking a picture, conducting an interview or something else will depend on context.
