Steps of tendering process
1. Preparing Designs and Tenders documents:
- The Engineering and consulting firm prepare the designs with co-operation with the beneficiary
- CRS staff (program manager, project officer, and engineer) discusses the designs and making any necessary changes.
- Getting the final approval from the beneficiary.
- Then the engineering firm prepare bill of quantity taking in consideration the budget.
- Review bill of quantity from CRS staff and making any necessary changes.
- Photocopy 15 copy from the tender or less.
2. Advertising & selling tenders:
- Announce tender advertisement in tow local newspaper for one day or one local newspaper for two days.
- Send a copy of the advertisement to Contractor Union & engineering syndicate.
- Sending an invitation letters to 10 or more contractors in project area, in case of closure or any reason which prevent newspaper to reach.
- Arranging a visit to the project site from the contractors after three days from starting of selling tender, and in this day we stop selling tender for any contractor.
- After field visit a meeting arranged between CRS staff, consultant office, contractors to answer any questions related to the quantities, designs, etc…….
3. Opening tenders & taking the decision:
- Opening tender session included representatives from ministry of local government, Ministry of interior, municipality, beneficiary, engineering consultant firm, and contractors.
- Tenders which received after close time is never accepted.
- After opening tenders the engineers revise the tenders to be sure that all calculations are right and all proper documents are available.
- Making an overall evaluation for tenders from the engineers (contractors name, prices, degrees, documents……………)
- Asking about first three contractors reputation from three trusted sources or more (municipality, donor, etc) which contractor has implemented projects for them in last two years.
- Taking the primary decision and sending it to B.Hanina office with all documents.
- After B. Hanina office approval, we arrange a meeting of our committee which consists of representatives of interior ministry, local government ministry, municipality, engineering consultant firm, beneficiary to get the final approval for the decision.
- Sending an acceptance letter for chosen contractor and apology letters for other contractors.
- Asking the contractor to prepare his guarantees (performance & delay guarantees) during one week
- Signing the contract.
