which of the following sentences are correct?

The capital V is incorrect, because the word 'vacancy' is not part of the name of the scheme.
For both of the other sentences, you need a context, because the definite article 'the' suggests that the listener is already aware of what you are talking about. In other words, you can't just walk into a room full of strangers and say any of these things.
So, what's your context? What has been said earlier in the conversation?
