The introgative pronoun"What" is subject of verb or object of verb.

'What has happened?' 'What' is the subject.
'What time is it?' 'What' is a determiner; 'time' is the subject.
'Who are you?' 'Who' is the subject.
An object interrogative pronoun is normally followed by a form of 'do':
'What did you eat?'
'Who do you know in Cleveland?'
