Can the letter "w" ever be a vowel?

According to WIKIANSWERS, it is:

Any word with a final W, such as cow or few or tomorrow, uses the w as a vowel.

I have never heard that "Cow" is vowel. The words which contain the pronunciation of vowel can be counted as Vowel whether they are "AEIOU" are or not.

Nobody said that cow is a vowel.

The w in cow represents a vowel sound.
