Brain-drain means academics being persuaded to move to another country to work, usually because they are paid more and often because there are better facilities.

I cannot think of an opposite situation.

Is this in something you are reading, or are you just playing with words?

Brain-drain: relative to the country which they are leaving

Perhaps:
Brain-influx: relative to the country where they are going

But it's not an established term, as the other one.

Hi,

If you want to play with words, consider that we sometimes make an opposite by saying something like 'a reverse brain-drain'.
