University

An institution for higher learning with teaching and research facilities constituting a graduate school and professional schools that award master's degrees and doctorates and an undergraduate division that awards bachelor's degrees.

  College
  1. An institution of higher learning that grants the bachelor's degree in liberal arts or science or both.
  2. An undergraduate division or school of a university offering courses and granting degrees in a particular field.

My two sense has just given us some definitions about college and university but I think it depends on what kind of system of education  of a country we follow. For example in my country, we follow  a training center of medecine, it is an institution which is reserved for students in certain region in order to work in this area after graduating. The programme that we follow is the same as the central university, The diploma is the same, too.Unfortunately is not valuable in some countries.We should follow some special programme such as Aupelf, we learn French and after we have graduated we follow some universities which have some echanges with us such as :In France we have Aix Marseille, Bordeaux Some of my friends went to Canada to get DEA There is also a programme to get scholarship for institution to Laos but we don't like. It's better to stay in Vietnam.In our student's book ,some branches such as medecine,odonthology  were called college in BrE.A young girl came back home who had a good job after graduating colllege of assistant nurse . People called her graduating university, so in our country, this job is training in the school of medecine.

Nowadays the two terms are often used interchangeably.  But the difference is defined in My2sense's #2 meaning for college:

A school, sometimes but not always a university, offering special instruction in professional or technical subjects.

Colleges are usually smaller in size and offer specific programs in engineering, music, business, etc.  Universitites, on the other hand, are much larger in size and offer a whole gamut of curriculum choices.

Sometimes you can have colleges within a university...Esther Boyer College of Music at Temple University for example.
