To me, it is the same as "transactions"

It is a document that contains everything that happens at a conference. 

'Court Proceedings' is a document that has everything that happens at a court of law.

In general terms, a proceeding is a process to pursue a result which could involve one or more parties. i.e. I.N.S. (immigration) proceeding.  Legal proceeding is process involving a plaintiff and a defendant which is usually executed with legal counsels in a court seeting. i.e. child custody proceeding.

A court proceeding is any business that takes place in a court session which is recorded on a tape.
