stoned means drunk??

Stoned = in the state of  being “high”

When someone is stoned 24 hours aday, he is constantly under the influence of narcotics and will lose his ability to think and ration  (i.e. LSD, heroin, Marijuana or Meth.)

A long time ago (in the 60s) stoned also meant "drunk". This is from a live Frank Sinatra recording:

"Dean Martin's a drunk. I can attest to that. He's been stoned more often than the United States' embassies."

In those days it wasn't uncommon for people to throw stones at US embassies in countries where US policies weren't liked.

Stoned means either drunk or high to the point that you don't really know what you are doing or what is going on.  Most people are stumbling around and have slurred speech or are passed out.
