I've got a question, I'll apreciate your help.
Can say to a kid?

"What is it doing out there?"

when I want express my annoyance and surprise that "it"  (say, a toy, a book , etc.) is somewhere where it shouldn't be, or where I wouldn't expect a kid to put it.

If the sentence is not possible in the context how I should put it?

Yes, definitely. You wouldn't normally include the word 'out'.
