Sorry to be replying to your inquiry so late, but I just discovered this delightful website.
A "self-starter" is a person so highly motivated to accomplish desired goals that he or she requires little or no supervision or direction to achieve them.

It means that they can motivate themselves in a direction. They dont have to be promted by teachers, parents or authorities, but they take intiative.
