You should learned by heart because there are not too many irregular verbs. If you find difficulty in remembering certain irregular verbs, post them to us and we'll try our best to help to remember them.

in respect of chiefly British : with respect to : CONCERNING
- in respect to : with respect to : CONCERNING
- with respect to : with reference to : in relation to

The source of the aforementioned definitions has been taken from M-W.
It seems like in respect of and with respect to are all synonym.

Thanks for the information.
'It seems like in respect of and with respect to are synonyms.'  I agree, but 'in respect of' is chiefly British English, so its usage should be more common among the British.
